I problemi sociali irrisolti sono frequentemente destinati a diventare, nostro malgrado, anche “problemi di polizia”, generando prima comprensibili manifestazioni di malcontento, poi accesi conflitti che, il più delle volte, hanno a che vedere con l’ordine pubblico.

The unresolved social problems are frequently destined to become, against our wishes, even "police problems", first generating understandable demonstrations of dissatisfaction, and then open conflict that, more often than not, has to do with public order.

Accade, allora, che il poliziotto si trovi a dover garantire contemporaneamente, da un lato, alcuni fondamentali diritti di libertà (quelli di riunione, di espressione, ecc.), dall’altro, legittime manifestazioni di dissenso.

Siamo tutti convinti che alcune modalità di protesta non rientrano nelle regole della "civile convivenza" e dello stesso ordinamento giuridico e non possono perciò essere consentite, neanche quando si dovesse ritenere che le regole della "civile convivenza" siano state infrante ancor prima proprio da chi è preposto ad assumere iniziative per il bene di tutti.

It is the daily heroic actions of the women and men of the police forces, and I thank you for having remembered this in your letter, that reflect the wish to do the work with honesty, a job that we want to be useful for the whole of society, by trying to make as few mistakes as possible, in the thousands of difficulties and the thousand traps that the"street" offers every day.
