There was the calm of those who had brought home an important result.

Un anno e mezzo fa l’elettorato ci ha consegnato un parlamento dove al Senato abbiamo due o tre voti in più.

A year and a half ago the electorate gave us a Parliament with only 2 or 3 extra votes in the Senate.

Tanti ne avevamo allora, tanti ne abbiamo adesso, quindi non è che la situazione al senato è precipitata drammaticamente, è esattamente quello che era all’inizio della legislatura.

We’ve got the same now as we had then, so the situation in the Senate has not had a dramatic fall, it’s exactly what it was at the beginning of this term of office.

All’inizio della legislatura, invece di dire "Non potremo mai governare", ci siamo assunti la responsabilità di governare.

At the beginning of this term of office, instead of saying "We will not be able to govern", we took on the responsibility to govern.

approvare una legge finanziaria, senza ricorrere al voto di fiducia, ma votando emendamento per emendamento, e approvandolo con questa maggioranza, è un atto di responsabilità e maturità.

to approve the finance law without having recourse to a vote of confidence, but voting on one amendment after another, and getting it approved with this majority, is an act of responsibility and of maturity.

Lo dico anche con orgoglio, perché noi dell’Italia dei Valori certo avremmo voluto qualcosa in più, fare di più, però quando si è in coalizione, poi, alla fine, si deve fare sintesi e assumersi la responsabilità di governare invece di mettere sempre i bastoni tra le ruote di chi vuole governare.

I’m saying this even with a sense of pride, because we of Italia dei Valori certainly would have liked something extra, to do more, but when you are in a coalition, then, in the end, you have to do a synthesis and take on the responsibility to govern instead of always putting a spoke in the wheels of those who want to govern.

Quindi grande gesto di responsabilità di tutta la coalizione, e abbiamo trovato la quadratura del cerchio di una legge finanziaria che rilancia lo sviluppo e rilancia la solidarietà.

Thus it was a great gesture of responsibility by the whole coalition, and we found how to square the circle with a finance law that re-launches development and solidarity.

C’è sempre qualcuno che si lamenta, certamente, vorremmo avere tutti la botte piena e la moglie ubriaca, ma con una situazione di bilancio pubblico cosi sfasciato da decenni e decenni di Prima Repubblica che lo ha ridotto un colabrodo, più di cosi non si poteva fare.

There’s always someone who complains, certainly, we would like to have our cake and eat it, but with public balance sheets in such a disgraceful situation after decades and decades of the First Republic that has reduced them to a sieve, we couldn’t do more than that.

E’ un disegno di legge del passato parlamento, ma rivedere complessivamente il modello di assistenza sanitaria secondo una regola per cui l’assistenza sanitaria diventa un diritto universale a cui tutti ne hanno diritto, sia di chi ne ha le capacità e chi non ne ha le capacità economiche, chiarisce un passaggio importante.

It is a draft law of the previous Parliament, but it has another look at the whole system of health services according to a rule by which health care becomes a universal right to which everyone has the right, including those who do have the economic means and those who don’t. It clears up an important point.

Diciamo al verità anche qui: da un po’ di anni a sta parte la sanità privata sta vincendo sulla sanità pubblica.

Let’s say the truth here as well: for the last few years the private health services have been winning in relation to public services.

Quindi chi ha i soldi e va alla privata è più avvantaggiato di chi non li ha e deve andare alla sanità pubblica.

Thus, those who have money and get private care have a greater advantage over those who don’t have the money and have to go to the public service.

E’ avvantaggiato perché arriva prima al servizio d’assistenza (magari anche per qualche operazione importante) e chi invece non ha i soldi non fa parte di quel sistema che può accedere alla sanità privata e viene invitato ad attendere anche mesi per fare una risonanza magnetica.

They are at an advantage because they arrive first at the health service (perhaps even for an important operation) and those however who don’t have the money are not part of that system that can access the private services and they are invited to wait even for months to have a scan.

Abbiamo fatto un disegno di legge che passerà in Parlamento, che speriamo possa affrontare con serenità, con cui stabiliamo davvero e in modo organico questo diritto universale all’assistenza.

We have done a draft law that will go through Parliament, (that we hope will tackle it with serenity) with which we really establish this universal right to care in an organic way.

Abbiamo anche discusso di come distribuire le risorse del decreto legge, quello del famoso tesoretto, per le politiche abitative.

Insomma, ci sono i 550 milioni che bisogna distribuire tra i comuni che hanno problemi di sfratti di persone che non hanno le capacità economiche per poter trovare un'altra casa, e abbiamo già stanziato la ripartizione regione per regione, comune per comune, a chi dare tutti questi soldi.

So basically, there is 550 million that has to be distributed to the towns that have problems with evicted tenants who don’t have the economic means to find another house. We have already decided how to allocate the money Region by Region, town by town.

Me ne sono occupato direttamente, e ho insistito molto nel Consiglio dei Ministri, che mi ha dato delega su questo affinché non vi sia una distribuzione dei soldi a pioggia, ma che ci sia una verifica in corso d’opera.

I did this personally and I insisted at the Council of Ministers that they give me this task so that I could ensure there is not a sprinkling of money, but that there is a system of verification while the work is being carried out.
