Lo scorso martedi cinque agosto ho presentato un'interrogazione a risposta scritta alla Presidenza del Consiglio dei Ministri in relazione ad un'evasione di 98 miliardi di euro, di cui si era appresa la notizia già nella scorsa legislatura, da parte di numerosi concessionari dei Monopoli di Stato in possesso delle autorizzazioni ad installare e gestire macchinette da gioco slot machine.

On Tuesday 5 August, I presented to the President of the Council of Ministers, a question requiring a written response. The question relates to the tax evasion of 98 billion euro, (news of which was available in the previous legislature) by numerous concessionaires of the State Monopoly with authorisation to install and manage slot machines.

Tutte le slot machine esistenti sul territorio nazionale avrebbero dovuto essere collegate in via telematica alla Sogei, mentre secondo una inchiesta fatta dalla Guardia di Finanza si era accertato che le società concessionarie erano state inadempienti e un gran numero delle apparecchiature non erano collegate.

All the slot machines in existence on the national territory should have been connected to Sogei, while according to the investigation carried out by the Finance Police it has been verified that the concessionary companies have not complied and that a large number of the machines were not connected.

Solo nel caso di impossibilità a collegarsi era prevista una tassa forfettaria, ma sembra che tale eccezione sia diventata quasi una regola e per arginare tale comportamento fu stabilita una multa di 50 euro per ogni ora di mancato collegamento.

Only if it is impossible to connect is there a forfeit tax, but it seems that this exception has become almost the rule and to guard against this behaviour a fine was brought in of 50 euro for each hour of non-connection.

Purtroppo sembra che i Monopoli di Stato, che avrebbero dovuto incassare la multa, non abbiano mai applicato le sanzioni.

Unfortunately it seems that the State Monopoly, that should have been collecting the fines, has never applied the sanctions.

Fonte di ulteriore preoccupazione le notizie che alludevano al fatto che alcune delle società concessionarie fossero riconducibili alla malavita organizzata.

Another source of worry is the news that alluded to the fact that some of the companies with concessions are connected to organised crime.

Da tempestive azioni di recupero e da una corretta gestione di tali concessioni potrebbero emergere risorse per affrontare le numerose questioni economico-sociali che riguardano il futuro del Paese e le attuali condizioni di vita dei giovani, dei lavoratori e dei pensionati.

From swift recovery actions and by correctly managing these concessions there could emerge resources to tackle the numerous economic-social issues that relate to the future of the country and the current living conditions of the young, of workers and of pensioners.

Purtroppo il governo non ritiene di promuovere tempestivi chiarimenti né quali azioni di recupero mettere in atto per recuperare le somme evase.

Unfortunately the government does not see the need to promote timely clarification nor for recovery actions to be put in place to recover the unpaid money.
