Durante il mio incontro con la stampa estera, di martedì 15 luglio, ho affrontato diversi argomenti, tra i quali quello dello scandalo delle mazzette nella sanità evidenziandone le peculiarità e differenze rispetto a Tangentopoli.

In my meeting with the foreign press, I tackled different topics including the scandal of the bribes in the health system and I discussed the details and highlighted how it is different from Tangentopoli.

All'epoca si voleva intendere una situazione ambientale in cui la corruzione era la merce di scambio negli affari e nella politica nella gestione delle istituzioni.

Fifteen years later, that system is still intact, that is the system of a widespread Tangentopoli and of environmental action, of corruption as the merchandise to be bartered, that still keeps the liberal economic system blocked as well as the liberal institutional democracy.

All'epoca potevamo centralizzare le indagini in quanto le maggiori imprese nell'ambito del settore infrastrutturale avevano sede a Milano e indagando sul sistema imprenditoriale, sul falso in bilancio, sulle appropriazioni indebite, sui fallimenti e quant'altro, ci è stato possibile coordinare in modo unitario le indagini nei vari settori.

Non c'è più una Tangentopoli unitaria come negli anni 90, ma un infinità di tante piccole tangentopoli che rendono ancora più difficile la percezione del fenomeno nella sua gravità globale, e che rendono ancora più difficile il contrasto di questo tipo di criminalità perché appunto pur fermando un anello non si ferma la catena, perché ogni anello è fine a se stesso.

There is not a single "Tangentopoli" as there was in the 1990s, but an infinity of small "Tangentopoli" that makes it even more difficult to perceive the phenomenon in its global seriousness, and it makes it still more difficult to tackle this type of criminality because although you can stop a single link in the chain, you are not stopping the whole chain because each link is self-sufficient.

chi viene condannato non può essere più candidato, chi viene condannato deve essere espulso dalle istituzioni in qualsiasi ruolo abbia come impiegato pubblico, chi viene messo sotto processo deve essere sospeso dalle sue funzioni, e infine devono essere sequestrati non solo i proventi del reato di cui è stato sorpreso, ma anche i suoi beni per il pagamento dei risarcimenti dei danni.
