To promote language teaching and learning, to support the linguistic diversity of the Union, and to encourage improvements in the quality of language teaching structures and systems.

What kinds of projects are funded?

These three kinds of project complement one another and may in practice overlap. A partnership may be involved in one, two or all three aspects.

Contesto

Many people in Europe do not realise how much they would enjoy learning and speaking a foreign language, or what positive benefits it would bring to their lives. Some might be interested but do not realise that language learning has changed a lot since when they were at school, that to speak a language you do not need to learn all of it, and that there are many new ways to learn. Others believe that language learning is too difficult for them, or that there is nowhere in their town where they could learn the language they want.

In Europa molte persone non immaginano quanta soddisfazione proverebbero ad imparare a parlare una lingua straniera o i vantaggi che ciò apporterebbe alla loro vita. Alcuni, pur essendo interessati, non si rendono conto che lo studio delle lingue è cambiato molto dai tempi in cui andavano a scuola, che per parlare una lingua non occorre studiarla tutta e che ci sono molti nuovi metodi per impararla. There are many possible ways in which multinational partnerships could help to encourage large numbers of people to learn foreign languages. These could include:

In many countries, the places where foreign languages are taught are only open to certain groups of people (e.g. university students, or school pupils). But language learning is for everyone: what can be done to make these expensive resources more accessible to more people?

This part of the action concerns any "language learning facility"; this is understood to be any place or service which offers information or advice about language learning, provides language learning activities or makes language learning tools and materials available (for example, schools, public libraries, university language centres, local learning networks and adult education organisations).

Which languages are eligible?

All of the official Community languages as well as Irish and Luxemburgish.

The national languages of the EFTA/EEA countries and of the pre-accession countries participating in the Socrates programme.

If you decide to submit an application for funding you need to bear in mind several requirements. The project should:

include at least one institution in each of at least three participating countries;

relate to eligible language(s) being taught as foreign languages (and not taught as second languages to immigrants, for example);

Work out who the project is aimed at and what their precise needs are. Work out the precise objectives of the project and the main steps to achieving them. How will you measure whether the project has been successful or not?

Contact your National Agency for advice about getting in touch with possible partners abroad. National Agencies sometimes arrange partner-finding seminars, and have available a budget for "Preparatory Visits" – enabling you to visit potential partners in order to discuss your project ideas.

How to apply

The selection process is in two phases. First, partnerships submit an outline application (a "pre-proposal"). This contains, for example, the main ideas of the project, the partners involved, and an outline budget.

Particular attention is paid to the development of skills in the less widely used and less taught official Community languages (the "LWULT" languages).

Who can participate?

The following types of organisation are eligible under Lingua:

schools, adult education establishments, open and distance learning centres;

universities, centres providing initial or continuing training for language teachers, language resource centres, centres for research into language education;

establishments developing curricula, issuing diplomas or devising methods for testing and evaluating knowledge;

local or regional authorities;

local, regional, national or European associations active in the field of language teaching or learning;

cultural and language support associations, including national associations;

language schools;

international associations of language teaching establishments;

radio, television or media companies with an Internet presence;

publishing houses and software producers or distributors.

Writing your proposal

If you decide to submit an application for funding you need to bear in mind several requirements. The project should:

include at least one institution in each of at least three participating countries;

include at least one institution in the European Union;

relate to eligible language(s) being taught as foreign languages (and not taught as second languages to immigrants, for example);

have an impact in several European countries;

be for a maximum of three consecutive years.

Work out who the project is aimed at and what their precise needs are. Work out the precise objectives of the project and the main steps to achieving them. How will you measure whether the project has been successful or not?

Work out what skills your project will need, and try to find partners in other countries who would bring the additional experience that you will need.

Contact your National Agency for advice about getting in touch with possible partners abroad. National Agencies sometimes arrange partner-finding seminars, and have available a budget for "Preparatory Visits" – enabling you to visit potential partners in order to discuss your project ideas.

How to apply

The selection process is in two phases. First, partnerships submit an outline application (a "pre-proposal"). This contains, for example, the main ideas of the project, the partners involved, and an outline budget.

If your pre-proposal is accepted, you will be asked to work up your idea in more detail and submit an application to the second stage of selection.
