The Parties to this Treaty reaffirm their faith in the purposes and principles of the Charter of the United Nations and their desire to live in peace with all peoples and all governments.

Gli Stati che aderiscono al presente Trattato riaffermano la loro fede negli scopi e nei principi dello Statuto delle Nazioni Unite e il loro desiderio di vivere in pace con tutti i popoli e con tutti i governi.

They are determined to safeguard the freedom, common heritage and civilisation of their peoples, founded on the principles of democracy, individual liberty and the rule of law.

Si dicono determinati a salvaguardare la libertà dei loro popoli, il loro comune retaggio e la loro civiltà, fondati sui principi della democrazia, sulle libertà individuali e sulla preminenza del diritto.

They seek to promote stability and well-being in the North Atlantic area.

They are resolved to unite their efforts for collective defence and for the preservation of peace and security.

They therefore agree to this North Atlantic Treaty :

Article 1

Articolo 1

The Parties undertake, as set forth in the Charter of the United Nations, to settle any international dispute in which they may be involved by peaceful means in such a manner that international peace and security and justice are not endangered, and to refrain in their international relations from the threat or use of force in any manner inconsistent with the purposes of the United Nations.

Le parti si impegnano, come stabilito nello Statuto delle Nazioni Unite, a comporre con mezzi pacifici qualsiasi controversia internazionale in cui potrebbero essere coinvolte, in modo che la pace e la sicurezza internazionali e la giustizia non vengano messe in pericolo, e ad astenersi nei loro rapporti internazionali dal ricorrere alla minaccia o all'uso della forza assolutamente incompatibile con gli scopi delle Nazioni Unite.

Article 2

The Parties will contribute toward the further development of peaceful and friendly international relations by strengthening their free institutions, by bringing about a better understanding of the principles upon which these institutions are founded, and by promoting conditions of stability and well-being.

Le parti contribuiranno allo sviluppo di relazioni internazionali pacifiche e amichevoli, rafforzando le loro libere istituzioni, favorendo una migliore comprensione dei principi su cui queste istituzioni sono fondate, e promuovendo condizioni di stabilità e di benessere.

They will seek to eliminate conflict in their international economic policies and will encourage economic collaboration between any or all of them.

Esse si sforzeranno di eliminare ogni contrasto nelle loro politiche economiche internazionali e incoraggeranno la cooperazione economica tra ciascuna di loro o tra tutte.

Article 3

Articolo 3

In order more effectively to achieve the objectives of this Treaty, the Parties, separately and jointly, by means of continuous and effective self-help and mutual aid, will maintain and develop their individual and collective capacity to resist armed attack.

Allo scopo di conseguire con maggiore efficacia gli obiettivi del presente Trattato, le parti, agendo individualmente e congiuntamente, in modo continuo ed effettivo, mediante lo sviluppo delle loro risorse e prestandosi reciproca assistenza, manterranno e accresceranno la loro capacità individuale e collettiva di resistere ad un attacco armato.

Article 4

Articolo 4

The Parties will consult together whenever, in the opinion of any of them, the territorial integrity, political independence or security of any of the Parties is threatened.

Le parti si consulteranno ogni volta che, nell'opinione di una di esse, l'integrità territoriale, l'indipendenza politica o la sicurezza di una delle parti fosse minacciata.

Article 5

Articolo 5

The Parties agree that an armed attack against one or more of them in Europe or North America shall be considered an attack against them all and consequently they agree that, if such an armed attack occurs, each of them, in exercise of the right of individual or collective self-defence recognised by Article 51 of the Charter of the United Nations, will assist the Party or Parties so attacked by taking forthwith, individually and in concert with the other Parties, such action as it deems necessary, including the use of armed force, to restore and maintain the security of the North Atlantic area.

Le parti convengono che un attacco armato contro una o più di esse in Europa o nell'America settentrionale sarà considerato come un attacco diretto contro tutte le parti, e di conseguenza convengono che se un tale attacco si producesse, ciascuna di esse, nell'esercizio del diritto di legittima difesa, individuale o collettiva, riconosciuto dall'art. 51 dello Statuto delle Nazioni Unite, assisterà la parte o le parti così attaccate intraprendendo immediatamente, individualmente e di concerto con le altre parti, l'azione che giudicherà necessaria, ivi compreso l'uso della forza armata, per ristabilire e mantenere la sicurezza nella regione dell'Atlantico settentrionale.

Any such armed attack and all measures taken as a result thereof shall immediately be reported to the Security Council.

Ogni attacco armato di questo genere e tutte le misure prese in conseguenza di esso saranno immediatamente portate a conoscenza del Consiglio di Sicurezza.

Such measures shall be terminated when the Security Council has taken the measures necessary to restore and maintain international peace and security .

Queste misure termineranno allorché il Consiglio di Sicurezza avrà preso le misure necessarie per ristabilire e mantenere la pace e la sicurezza internazionali.

Article 6 (1)

For the purpose of Article 5, an armed attack on one or more of the Parties is deemed to include an armed attack:

Agli effetti dell'art. 5, per attacco armato contro una o più delle parti si intende un attacco armato:

on the territory of any of the Parties in Europe or North America, on the Algerian Departments of France (2), on the territory of or on the Islands under the jurisdiction of any of the Parties in the North Atlantic area north of the Tropic of Cancer;

contro il territorio di una di esse in Europa o nell'America settentrionale, contro i Dipartimenti francesi d'Algeria (2) -, contro il territorio della Turchia o contro le isole poste sotto la giurisdizione di una delle parti nella regione dell'Atlantico settentrionale a nord del Tropico del Cancro;

on the forces, vessels, or aircraft of any of the Parties, when in or over these territories or any other area in Europe in which occupation forces of any of the Parties were stationed on the date when the Treaty entered into force or the Mediterranean Sea or the North Atlantic area north of the Tropic of Cancer.

contro le forze, le navi o gli aeromobili di una delle parti, che si trovino su questi territori o in qualsiasi altra regione d'Europa nella quale, alla data di entrata in vigore del presente Trattato, siano stazionate forze di occupazione di una delle parti, o che si trovino nel Mare Mediterraneo o nella regione dell'Atlanlico settentrionale a nord del Tropico del Cancro, o al di sopra di essi.

Article 7

Articolo 7

This Treaty does not affect, and shall not be interpreted as affecting in any way the rights and obligations under the Charter of the Parties which are members of the United Nations, or the primary responsibility of the Security Council for the maintenance of international peace and security.

II presente Trattato non pregiudica e non dovrà essere considerato in alcun modo lesivo dei diritti e degli obblighi derivanti dallo Statuto alle parti che sono membri delle Nazioni Unite o la responsabilità primaria del Consiglio di Sicurezza per il mantenimento della pace e della sicurezza internazionali.

Article 8

Articolo 8

Each Party declares that none of the international engagements now in force between it and any other of the Parties or any third State is in conflict with the provisions of this Treaty, and undertakes not to enter into any international engagement in conflict with this Treaty.

Ciascuna parte dichiara che nessuno degli impegni internazionali attualmente in vigore tra essa e un'altra parte o uno stato terzo è in contraddizione con le disposizioni del presente Trattalo e si obbliga a non sottoscrivere alcun impegno internazionale in contrasto con questo Trattato.

Article 9

Articolo 9

The Parties hereby establish a Council, on which each of them shall be represented, to consider matters concerning the implementation of this Treaty.

Con la presente disposizione le parti istituiscono un Consiglio, nel quale ciascuna di esse sarà rappresentata per esaminare le questioni relative all'applicazione di questo Trattato.

The Council shall be so organised as to be able to meet promptly at any time.

Il Consiglio sarà organizzato in maniera tale da potersi riunire rapidamente in qualsiasi momento.

The Council shall set up such subsidiary bodies as may be necessary; in particular it shall establish immediately a defence committee which shall recommend measures for the implementation of Articles 3 and 5.

Il Consiglio costituirà quegli organi sussidiari che potranno essere necessari; in particolare istituirà immediatamente un Comitato di difesa che raccomanderà le misure da adottare per l'applicazione degli articoli 3 e 5.

Article 10

Articolo 10

The Parties may, by unanimous agreement, invite any other European State in a position to further the principles of this Treaty and to contribute to the security of the North Atlantic area to accede to this Treaty.

Le parti possono, con accordo unanime, invitare ad aderire a questo Trattato ogni altro Stato europeo in grado di favorire lo sviluppo dei principi del presente Trattato e di contribuire alla sicurezza della regione dell'Atlantico settentrionale.

Any State so invited may become a Party to the Treaty by depositing its instrument of accession with the Government of the United States of America.

Ogni Stato così invitato può divenire parte del Trattato depositando il proprio strumento di adesione presso il governo degli Stati Uniti d'America.

The Government of the United States of America will inform each of the Parties of the deposit of each such instrument of accession.

Il governo degli Stati Uniti d'America informerà ciascuna delle parti del deposito di ogni strumento di adesione.

Article 11

Articolo 11

This Treaty shall be ratified and its provisions carried out by the Parties in accordance with their respective constitutional processes.

Questo Trattato sarà ratificato e le sue disposizioni saranno applicate dalle parti conformemente alle loro rispettive norme costituzionali.

The instruments of ratification shall be deposited as soon as possible with the Government of the United States of America, which will notify all the other signatories of each deposit.

Gli strumenti di ratifica saranno depositati appena possibile presso il governo degli Stati Uniti d'America, che notificherà a tutti gli altri firmatari l'avvenuto deposito di ciascuno strumento di ratifica.

The Treaty shall enter into force between the States which have ratified it as soon as the ratifications of the majority of the signatories, including the ratifications of Belgium, Canada, France, Luxembourg, the Netherlands, the United Kingdom and the United States, have been deposited and shall come into effect with respect to other States on the date of the deposit of their ratifications. (3)

Il Trattato entrerà in vigore tra gli Stati che lo hanno ratificato non appena le ratifiche della maggioranza dei firmatari, incluse le ratifiche di Belgio, Canada, Francia, Lussemburgo, Paesi Bassi, Regno Unito e Stati Uniti saranno state depositate ed entrerà in vigore nei confronti degli altri Stati dalla data del deposito delle loro ratifiche. (3)

Article 12

Articolo 12

After the Treaty has been in force for ten years, or at any time thereafter, the Parties shall, if any of them so requests, consult together for the purpose of reviewing the Treaty, having regard for the factors then affecting peace and security in the North Atlantic area, including the development of universal as well as regional arrangements under the Charter of the United Nations for the maintenance of international peace and security.

Dopo dieci anni dall'entrata in vigore del Trattato, o in ogni momento successivo, le parti, se una di esse lo richiede, si consulteranno allo scopo di sottoporre a revisione il Trattato, prendendo in considerazione i fattori che a quel momento potranno influire sulla pace e sulla sicurezza nella regione dell'Atlantico settentrionale, ivi compreso lo sviluppo di accordi sia globali che regionali conclusi conformemente allo Statuto delle Nazioni Unite per il mantenimento della pace e della sicurezza internazionali.

Article 13

Articolo 13

After the Treaty has been in force for twenty years, any Party may cease to be a Party one year after its notice of denunciation has been given to the Government of the United States of America, which will inform the Governments of the other Parties of the deposit of each notice of denunciation.

Trascorsi vent'anni dall'entrata in vigore del Trattato, una parte può cessare di esserne membro un anno dopo che la sua notifica di denuncia sia stata depositata presso il governo degli Stati Uniti d'America, che informerà i governi delle altre parti del deposito di ogni notifica di denuncia.

Article 14

Articolo 14

This Treaty, of which the English and French texts are equally authentic, shall be deposited in the archives of the Government of the United States of America.

II presente Trattato, i cui testi inglese e francese sono egualmente autentici, sarà depositato negli archivi del governo degli Stati Uniti d'America.

Duly certified copies will be transmitted by that Government to the Governments of other signatories.

Copie debitamente autenticate saranno trasmesse da questo governo ai governi degli altri Stati firmatari.

(3) The Treaty came into force on 24 August 1949, after the deposition of the ratifications of all signatory states.

on the forces, vessels, or aircraft of any of the Parties, when in or over these territories or any other area in Europe in which occupation forces of any of the Parties were stationed on the date when the Treaty entered into force or the Mediterranean Sea or the North Atlantic area north of the Tropic of Cancer.

Article 7

This Treaty does not affect, and shall not be interpreted as affecting in any way the rights and obligations under the Charter of the Parties which are members of the United Nations, or the primary responsibility of the Security Council for the maintenance of international peace and security.

Article 8

Each Party declares that none of the international engagements now in force between it and any other of the Parties or any third State is in conflict with the provisions of this Treaty, and undertakes not to enter into any international engagement in conflict with this Treaty.

Article 9

The Parties hereby establish a Council, on which each of them shall be represented, to consider matters concerning the implementation of this Treaty.

The Council shall be so organised as to be able to meet promptly at any time.

The Council shall set up such subsidiary bodies as may be necessary; in particular it shall establish immediately a defence committee which shall recommend measures for the implementation of Articles 3 and 5.

Article 10

The Parties may, by unanimous agreement, invite any other European State in a position to further the principles of this Treaty and to contribute to the security of the North Atlantic area to accede to this Treaty.

Any State so invited may become a Party to the Treaty by depositing its instrument of accession with the Government of the United States of America.

The Government of the United States of America will inform each of the Parties of the deposit of each such instrument of accession.

Article 11

This Treaty shall be ratified and its provisions carried out by the Parties in accordance with their respective constitutional processes.

The instruments of ratification shall be deposited as soon as possible with the Government of the United States of America, which will notify all the other signatories of each deposit.

The Treaty shall enter into force between the States which have ratified it as soon as the ratifications of the majority of the signatories, including the ratifications of Belgium, Canada, France, Luxembourg, the Netherlands, the United Kingdom and the United States, have been deposited and shall come into effect with respect to other States on the date of the deposit of their ratifications. (3)

Article 12

After the Treaty has been in force for ten years, or at any time thereafter, the Parties shall, if any of them so requests, consult together for the purpose of reviewing the Treaty, having regard for the factors then affecting peace and security in the North Atlantic area, including the development of universal as well as regional arrangements under the Charter of the United Nations for the maintenance of international peace and security.

Article 13

After the Treaty has been in force for twenty years, any Party may cease to be a Party one year after its notice of denunciation has been given to the Government of the United States of America, which will inform the Governments of the other Parties of the deposit of each notice of denunciation.

Article 14

This Treaty, of which the English and French texts are equally authentic, shall be deposited in the archives of the Government of the United States of America.

Duly certified copies will be transmitted by that Government to the Governments of other signatories.

(1) The definition of the territories to which Article 5 applies was revised by Article 2 of the Protocol to the North Atlantic Treaty on the accession of Greece and Turkey signed on 22 October 1951.

(2) On January 16, 1963, the North Atlantic Council noted that insofar as the former Algerian Departments of France were concerned, the relevant clauses of this Treaty had become inapplicable as from July 3, 1962.

(3) The Treaty came into force on 24 August 1949, after the deposition of the ratifications of all signatory states.
